(Educational inequity)

Educational disparity refers to the phenomenon in which economic, regional, and social factors result in differences in the quality of education and opportunities available to children and youth. Regardless of individual ability and effort, the learning environment differs depending on the family’s economic situation, residential area, and parents’ educational background, and this has a significant impact on future possibilities for higher education and employment.

In recent years, educational disparities have become particularly serious in Japan and around the world, and are being discussed as a problem for society as a whole.

Main Factors of Educational Inequality
The following are some of the factors that contribute to educational inequality.

Economic factors
Family income disparity tends to directly lead to differences in educational opportunities.
(e.g., whether or not a child can afford the cost of tutoring, lessons, private tutors, etc.)
Cases in which children are unable to go on to higher education because they cannot afford the cost of tuition and educational materials

Poor households are forced to choose early employment to help their family finances rather than higher education
Regional factors
Differences in the educational environment between urban and rural areas
In urban areas, there are many cram schools and high standard schools, and there is a wide range of educational options.
In rural areas, school options are limited and there is a difference in the quality of information and guidance for higher education.

Transportation and commuting distance affect study time
Factors in the family environment
Differences in educational support due to differences in parents’ educational background and interest in education
Children with highly educated parents are more likely to have a high level of educational awareness and are more likely to have good learning opportunities.
Conversely, children in families with less understanding of education are less likely to develop good study habits.

In contrast, families with poor understanding of education are less likely to develop good study habits.
School Environment Factors
Disparities in facilities and teaching ability between schools
Differences in facilities and curriculum between private and public schools
Differences in teachers’ experience, teaching ability, and availability of educational resources

Differences in academic guidance and career support between schools
Disparities in digital/ICT environment
Differences in ownership of PCs and tablets due to economic disparity
Access to online education and digital educational materials

Impact of educational disparity
The widening of educational disparities will have the following serious effects on individuals and society as a whole.

Widening gap in academic achievement
Children from economically advantaged families have more opportunities to receive quality education and improve their academic skills.
Conversely, children from economically disadvantaged families are more likely to lack basic academic skills.

Decrease in options for higher education and careers
・Decrease in the rate of students going on to college and closing off of paths to desired careers
Limited educational opportunities continue the cycle of poverty

Widening social disparities
Differences in educational opportunities directly lead to income disparities in the future.
Fixation of disparities and division of society as a whole

Decline in self-esteem
Increasing number of children feel that they cannot succeed due to educational disparity
Lack of opportunities to gain self-confidence and psychological impact

Current status of educational disparity (Japan and the world)
Current situation in Japan
According to a survey by the Ministry of Education, Culture, Sports, Science and Technology (MEXT), the percentage of low-income families who go on to college is less than 40%, which is a significant difference from the general population.
The child poverty rate (survey by the Ministry of Health, Labor and Welfare) is 13.5% (approximately 1 in 7 children), making educational disparity a major issue.
In particular, the difference in the rate of students going on to higher education between urban and rural areas and the disparity in the rate of students attending cram schools are particularly noticeable.

Current Situation in the World
In developing countries, in addition to economic factors, there is a serious lack of educational infrastructure (lack of schools and teachers).
Even in OECD countries, income disparity affects educational opportunities, and the realization of “equal opportunity in education” is a challenge.

Efforts to Reduce Educational Disparities
Various measures and initiatives are being implemented to reduce educational disparities.

Government Support Measures
Enhancement of the scholarship system (expansion of benefit-type scholarships and provision of interest-free scholarships)
School attendance support system (free tuition for compulsory education, expansion of free high school tuition)
Programs to address educational disparities by region (strengthening educational resources to rural areas)

Support activities of NPOs and private companies
Providing learning support volunteers and online learning support services
Expanding support for families with financial difficulties, such as free tutoring and children’s cafeterias

Utilization of digital technology
Internet-based online education (popularization of EdTech)
Provision of free digital educational materials for low-income families

Raise awareness among parents and local communities
Increase opportunities to provide information on education and raise parents’ interest
Formation of communities that support children throughout the region

Educational disparity is not just an individual issue, but an important issue that affects society as a whole.
∙ The main causes of disparities range from economic conditions, regional differences, and family environments.
∙ If left unchecked, the academic achievement gap will widen, leading to social fragmentation and immobilization of poverty.
The government, schools, families, and communities must work together to create a system in which all children have equal access to education.
With the goal of “fair educational opportunities for all children,” society as a whole must continue to work toward this goal.
